AIOS (Artificial Intelligence Operating System) is a five-level enterprise architecture framework created by Florian Krueger of the AIOS Institute. It is designed as a direct successor to the Zachman Framework, TOGAF (The Open Group Architecture Framework), and the Gartner Enterprise Architecture approach - updated for a world in which AI systems, autonomous agents, and real-time data pipelines are core components of organisational infrastructure.
The framework is structured across five levels: Foundation & Manifesto, Architecture & Ontology, Governance & Operating Model, Implementation & Tooling, and Operations & Maturity. Each level addresses a distinct dimension of AI governance, from strategic principles to operational measurement, and can be applied independently or as a complete system.
AIOS is designed Europe-first. The EU AI Act (phased enforcement to 2027), GDPR Article 22, NIS2 (in force October 2024), DORA (in force January 2025), and the EU Data Act (in force September 2025) are treated as architectural constraints built into the framework structure - not compliance checklists appended after the fact. Organisations that implement AIOS to the European standard are structurally over-compliant for US, UK, APAC, and MENA jurisdictions.

PRINCIPLE 01
